Delta State Governor, Rt. Hon. Sheriff Oborevwori, has charged the newly appointed Managing Director of the Delta State Structures for Signage and Advertisement Agency (DESAA), Mr. Sebastian Okoh, and the Director-General of the Delta State Local Content Agency, Chief Stanley Kakor, to drive economic growth and institutional reforms in line with the administration’s MORE Agenda.
The Governor gave the charge on Thursday at Government House, Asaba, during the swearing-in ceremony of the two appointees. He expressed confidence in their competence and capacity to justify the trust reposed in them.
Governor Oborevwori described the inauguration as another strategic step toward building a strong, diversified, and resilient economy in Delta State. He noted that DESAA, established under the 2015 law, and the Delta State Local Content Agency, created in 2020, remain critical institutions for economic expansion and regulatory efficiency in the state.
He explained that DESAA is mandated to regulate, monitor, and control outdoor signage and advertising structures to ensure compliance with existing laws and curb visual pollution. Given Delta’s strategic location within the southern economic corridor, the Governor stressed that effective regulation of outdoor advertising is essential.
On the Delta State Local Content Agency, the Governor said the agency was established to promote economic empowerment, particularly in oil-producing communities. He added that the law domesticates key provisions of the Nigerian Oil and Gas Industry Content Development and Monitoring Act, including the 70 percent local content utilization policy and patronage of indigenous contractors.
The agency is also expected to monitor compliance with Memoranda of Understanding (MOUs), Global Memoranda of Understanding (GMOUs), and other agreements between companies, host communities, and the state government.
Governor Oborevwori emphasized that strict compliance with these agreements and corporate social responsibility commitments would help reduce conflicts and promote sustainable development. He urged the new appointees to operate with fairness, transparency, and accountability, while aligning their activities with the strategic objectives of the MORE Agenda.
Responding on behalf of the appointees, Mr. Okoh thanked the Governor for the opportunity to serve and pledged loyalty, diligence, and strict adherence to the laws guiding their agencies.
The ceremony was attended by top government officials, political appointees, and other dignitaries.
